Arizona Chapter of the Order of the Knights of Rizal


On the 24th day of October, 2008, Friday, at the Crowne Plaza Hotel Grand Ballroom, 2532 W. Peoria Ave., Phoenix, Arizona, the Order of the Knights of Rizal, Arizona Chapter conducted its first installation and induction of its charter members and officers with a Ball and Fund Raising Dinner Dance.

Sir Conrado Ballecer, Jr., M.D. was knighted and immediately exalted to the third degree as Knight Commander of Rizal (KCR) by Sir Judge Tom D. Rodriguez, KGOR, Area Commander for Western USA, and Sir Val. F. Dagani, Jr. KGCR. There were 20 charter members who were knighted and inducted by Sir Reynaldo Banta, KGOR, Regional Commander for USA, Sir Noli Vianzon,KGCR, Overseas Consultant to the Supreme Commander, and Sir Eddie Limon, KGOR, Executive Assistant to the Regional Commander for USA.

Dr. Ballecer is an awardee of TOFA (Twenty Outstanding Filipino Americans for the U.S. and Canada) for the year 1999.

Another TOFA awardee in 2004 , Sir Vicente O. Enciso, Jr., MD, was knighted and inducted as the charter Pursuivant of the Order. He delivered the response on behalf of the newly knighted members of the Order. At the Ninth Annual Convention of the Arizona Asian American Association, Dr. Enciso was presented the Outstanding Citizen Award because of his “being a civic spirited community leader.

The immediate past Supreme Archivist of the Order, Sir Val F. Dagani, Jr., KGCR, from Orlando, Florida was the keynote speaker. He is the past overall coordinator for the USA, deputy regional commander and founding chapter commander of Central Florida.

The following individuals were knighted: Sir Rafael Ablao, Jr. (trustee), retired accountant/ tax auditor; Sir Apolinario Balot, Jr., (auditor), mechanical engineer; Sir Rene Borromeo (trustee) network engineer; Sir Marcelino Catuira (trustee) retired lawyer; Sir Warren Cruz (trustee) comptroller/hotel management/businessman; Sir Carl Javier (trustee) businessman; Sir Rudy Lim (chancellor) retired businessman; Sir Jacinto L. Marquez, (trustee) MD; Sir Efren C. Martin (trustee) retired veterinarian; Sir Herminio Mendoza (archivist) MD; Sir Urso A. Penalosa (deputy pursuivant) Civil Engineer AzDOT; Sir Bernabe C. Rodriguez, Sr. (trustee) retired MD; Sir Franklin D. Rosales (exchequer) electronics tech; Sir Rodolfo Sanchez (trustee) mechanical engineer; Sir Roberto Sebastian (trustee) MD; Sir Ricardo Torno (trustee) microbiologist; Sir Emmanuel Torres (deputy chapter commander) businessman/accountant retired; Sir Paul E. Torres (trustee) mechanical
engineer and Sir Vic Zapanta (trustee) MD.

Sir Manny Torres, the deputy chapter commander, and the “Speech to Entertain” national champion in the Philippines was the master of ceremonies.
